An effort began in 2003 to disarm, demobilize and reintegrate the
United Self-Defense Forces of Colombia, a paramilitary grouping. In
this new special report, former USIP Senior Program Officer
Jonathan Morgenstein explores lessons from this initiative --
including blanket amnesty programs; an impartial justice mechanism;
and education, health and other benefits for former combatants.

Introduction to Post-Conflict Strategies and Operations, held from
January 12 through March 16, will be the next course offered in
USIP’s new conflict management education and training
program. This hands on course for future managers provides
participants with a framework for organizing and implementing
post-conflict peace and stability operations.

 On November 17, USIP Associate Vice
President Sheldon
Himelfarb spoke at a Heritage Foundation panel about the
Institute's increasing focus on public diplomacy and conflict
management. He discussed the importance of harnessing Web 2.0
technology in public diplomacy efforts and the centrality of U.S.
humanitarian intervention in burnishing America's image abroad.

 USIP’s Center for Sustainable
Economies was a resource organization for the 2008 "Peace
Through Commerce" conference convened by George Washington
University’s Institute for Corporate Responsibility November
13-15. The event aimed to illuminate the contribution that
commerce, trade and economic development make toward sustainable
peace.
 Robert
Boorda is chief of party for USIP’s mission in Baghdad, where
he manages a staff of Iraqi program specialists responsible for
implementation and oversight of the Institute’s projects and
grant programs in the country. Prior to coming to USIP in May 2008,
Boorda served as a private business consultant. He also has an
extensive background with the U.S. Navy.
