City Lights will add 320 apartments and close to 200,000 square feet of retail space to Live Oak Avenue Street near downtown, says builder Don Silverman.

After several delays, vocal opposition from some neighbors and a few trips back to the drawing board, developers now say the City Lights residential and retail project is moving forward and construction will start later this year.
