GAO's Principles of Federal Appropriations Law Workshop
In 1982, the GAO released its first edition of Principles of Federal
Appropriations Law. It was a collection of the body of law governing the
expenditure of federal funds. In 1991, the current four set volume was
released.
Today, agency program managers, general counsel, contracts
administrators and financial officers are all faced with significant challenges
in meeting organization needs within current budgets. What are the rules? How
are they applied in practice? What are the typical mistakes made that result in
wasted or lost funds? How can an agency protect its budget? How can an agency
manager maximize their allocation?
The rules governing federal
appropriations are complex, extensive and fill four binders. This course, taught
by leading experts in government contract law, will provide the student with an
overview of the rules, how they are applied, and most importantly, how to
maximize funds with budget limits AND within the rules.
Learn precisely
how the Federal government’s budget and spending system works – and how to avoid
impasses at each phase in the process, from initial planning through ultimate
disbursement.
Continuing Education:

Under the Current administration and Congress, financial
pressures are mounting – and will continue to mount for the foreseeable future.
Those of you who handle Federal funds and have to find ways to do more with less
need to know how to maneuver on the Federal financial highway.
The subtle
rules on the availability of appropriations can absolutely block an otherwise
well-reasoned management plan. The difficulty is that these rules are not well
known, not well publicized, and not easy to understand. Fortunately, though,
there exist clear precedents that you can follow to avoid reaching such impasses
– and avoid incurring personal financial liability for failure to
comply.
This course will take you through every facet of the budgeting
and spending processes. You’ll get a thorough analysis of all funding
activities, as seen through the eyes of the contracting, certifying, and
disbursing officers. And you’ll participate in sessions that explore controlling
decisions by the General Accounting Office.

CAS, Cost Allowability and Allocability in Government Contracts
For a cost to be allowable (i.e. recoverable) on a Government contract,
the cost must be:
- Reasonable
- Allocable
- Not contrary to the
Cost Accounting Standards (CAS)
- Not prohibited by terms of the contract,
and
- Not limited by FAR Part 31 Cost Principles
By definition
therefore, CAS, cost allowability and allocability are interrelated, and these
key concepts must be understood by all parties involved in Government
contracting.In this concentrated three-day seminar, you will obtain a thorough
understanding of the critical concepts of CAS, cost allowability and cost
allocability. Attendees will strengthen CFO-recommended core competencies for

About Your Instructor:
Joseph T. Higgins
Joe has extensive financial
management experience in government contracting, specifically in the development
and implementation of cost allocation systems to ensure cost recovery on
government contracts. He has assisted clients with completion of CASB Disclosure
Statements and related issues with compliance with the Cost Accounting
Standards. Mr. Higgins has expertise in all required government contracting
management systems, including cost estimating and earned value management
systems (EVMS). He has extensive knowledge in the areas of contract claims,
particularly claims in connection with terminations for the convenience of the
government.
Joe brings a diversity of experience to the classroom, having
worked 15 years as a Vice President Finance/Chief Financial Officer with A&D
companies and slightly more time performing auditing and consulting work within
the federal government as well as the private sector. Joe has a current
operating-level perspective on the challenges that face today’s government
contractor. Not only does he have the technical competence to deal with the
regulatory/compliance aspects of an issue, he also has the practical insight to
appreciate the business and organizational implications that may be involved.
Having worked at various levels in the Defense Contract Audit Agency, Joe has
the background necessary to bring clarity to potentially volatile audit
situations. And his experience as a consultant and auditor with major
international accounting firms gives him additional qualification and
perspective.
Joe teaches other courses for Government*Horizons,
specifically “FAR Overview”, a three-day guided tour of this important document
and “Defective Pricing”, a two-day study of this critical and controversial
government contracting topic.

The workshop will be held in the Government*Horizons Training Center in
the Jefferson Plaza 2 Building at 1421 Jefferson Davis Highway (7th floor),
