About This Workshop

This workshop is designed to guide Program Managers and non-Contracting personnel through the steps involved with Government Contracting. During the workshop, you will briefly review the phases of an acquisition beginning at Marketing through Contract Closeout. As a manager or administrative personnel involved in a project, sometimes your hardest job is understanding the rules you need to follow and the steps to fostering a successful relationship with your internal and external Contracting and Government counterparts. Contracting for Program Managers will explain the roles of all participants in the process and tie the responsibilities back to the FAR and its overarching principles.

Topics include: Source Selection, Protests, Contract Invoicing, Contract Modifications, Contract Disputes, Government Ethics Rules, Socioeconomic programs, Award Fees, Incentive Fees, COTR roles, etc. By the end of the workshop, you will feel more comfortable with your role – and the role of others - in the Contracting process.

Contracting for Program Managers is taught by an instructor who has had experience with the FAR as both a government Contracting Officer and a Contracts Manager for a defense contractor. She will utilize class participation, exercises, and collective experience to make your learning experience successful.

About Your Instructor

Rocksand Dodson
Vice President – Crescendo Business Services

Rocksand Dodson, has over 16 years experience in the field of Government Contracting. A former Air Force Officer, Rocksand entered the field of contracting via the Education With Industry (EWI) Program through the US Air Force. Prior to entering contracting, she served as an auditor with the Air Force Audit Agency. Her experience has been varied; however each job has provided a different view of contracting and brought a different perspective to the job.

As a Contracting Officer, Rocksand has performed a best value Source Selection; this hand on experience has provided a basis for her teaching others the steps and techniques to making a source selection fair to both parties. As a Contracts Manager for a major Defense Contractor, Rocksand was privy to negotiations, modifications, proposal preparation, etc. And as a Subcontracts Manager for another defense contractor, she was responsible for subcontractor selection, evaluation, proposals, analysis, evaluation, and closeout. In addition, Rocksand has served as an assistant Small Business Liaison Officer, Government Contracts Consultant, and Contracting Instructor.

Rocksand has conducted training classes both internally at previous job assignments and externally for various training organizations. Rocksand currently works as an independent government Contracts consultant providing vital support to small and large businesses needing support throughout the various stages of Contracting from Project Synopsis to Contract Closeout! She is a Certified Public Accountant and a Certified Associated Contracts Manager. In addition, she holds a Level II Certification in Government Contracting.
