Alliance for Taxpayer Access
http://www.taxpayeraccess.org/
“Access to scientific and medical publications has lagged behind the wide reach of the Internet into U.S. homes and institutions. Subscription barriers limit U.S. taxpayer access to research that has been paid for with public funds.
Taxpayer access removes these barriers by making the peer-reviewed results of taxpayer-funded research available online, and for no extra charge to the American public.

To achieve this, the ATA supports applying the developing practices of Open Access as defined by the Budapest Open Access Initiative in February 2002.”

Is Google useful or disruptive? Is it an opportunity or a threat? Is it to be loved and embraced or hated and feared? Is Google a bright and shining light or is it from the dark side? Reading the pages of “Libraries and Google” will give you a collection of balanced arguments to help you decide.

The editors (Miller and Pellen) suggest in the book's introduction that it is perhaps the first book-length collection of essays tackling the relationship between libraries and Google. As such, it presents a set of varied opinions – with some threads and continuities - across its eighteen contributions. Aimed at librarians, this book will be useful to those information professionals working in library administration and systems, in reference work and in reader education.

Both editors are based in the USA where Miller works as Director of Libraries at Florida Atlantic University, and Pellen as Associate Director. The majority of the contributing authors are also North American – with three coming from outside the USA - all from the UK.

The main emphasis in the book is on Google Print and Google Scholar. The latter product is particularly well covered. Six of the essays tackle Scholar from different angles, including its value and impact on libraries in terms of reference work, literature searching, reader education and accessing licensed library content.

The remaining essays cover case studies (on the Google Library project at the Bodleian Library, Oxford; the University of Nevada’s use of the Google Search appliance for federated searching; and the Florida Gulf Coast University’s experience of linking to licensed databases with Google Scholar); the future of libraries and how libraries can adapt and exploit opportunities created by Google; Google and privacy; Google Images; and finally how to stay up-to-date with Google and its products (with some blogs and websites recommended for this purpose). The result is a good mix of practical detail, opinions, overviews and philosophical discussion.

Not every Google product is covered. For example, Google Earth, SMS and document sharing are omitted. However, those of most immediate relevance to libraries are tackled in considerable detail. The book is easy to read with useful abstracts and accessible language which never falls into jargon peppered with too many acronyms – even for those potentially more technical subjects such as federated searching.

This book will help allay some fears about the big question on whether libraries will become obsolete in a Google world. It will also help show that although Google may be the ‘elephant in the room’, as one reviewer of the book called it, it may not be the rogue male or the perfect specimen some may think it to be. Whether Google is a seen as a threat or an opportunity to libraries, librarians need to know about Google. The key to survival is knowledge and this book helps in this respect. The book answers some questions about how libraries and librarians can adapt to a world with Google. For example - is it best to exist in parallel, to co-operate and integrate Google and its products into library services, or to exploit the opportunities Google presents in making use of Google products to improve and promote library services, or to remodel roles to dovetail the strengths of libraries and librarians with the weaknesses of Google?

This is useful reading for librarians who want to get a handle on the pros and cons of Google in the library environment, on how to present Google to library users and on the experiences of those who have collaborated with, or used, Google to try to improve library services.

“Libraries and Google” is co-published as Internet Reference Services Quarterly, Volume 10, Numbers 3-4, 2005.
