Nancy's Call To Action
Nancy Baker’s personal journey through pain began in 2002, when her 7-year-old daughter Graeme drowned after becoming trapped underwater by the suction of a spa drain.
What Nancy learned following Graeme’s death has inspired her to ensure her daughter’s death was not in vain. In the months following her death, Nancy learned that Graeme was one of many children to be victimized by drain entrapment and that these “accidents” had been occurring for decades.
Additionally, Nancy felt these incidents were all the more tragic in that they are 100% preventable when proper precautions are taken.
The preventability of Graeme’s death as well as the deaths of so many other children makes the loss more difficult for Nancy to accept, and it is the major motivating factor in her work to make drowning prevention by entrapment or more common causes a nationally-recognized issue.
She has joined Safe Kids Worldwide as a parent advocate, aiming her efforts at the passage of federal legislation that would provide states with an incentive to pass strong laws to require safeguards, including fences/barriers and anti-entrapment drain covers devices that are vital to keeping kids safe from drowning as Graeme did.

S. 1771 was unanimously approved by the Senate Commerce, Science and Transportation Committee and is pending consideration by the full Senate.
H.R. 1721 was approved by the House Energy and Commerce Subcommittee on Commerce, Trade and Consumer Protection and is awaiting consideration by the full Energy and Commerce Committee.
