If you're looking for a capable API for creating vector graphics, you might just be able to start and end your search with cairo. Cairo supports Linux, BSD, Windows, and OSX (with more platforms on the way), has bindings for Python, C++, Ruby, Perl, Java, and .NET/Mono (and more), and renders to the X Window system, OpenGL, PostScript, and PDF (and more). What's more, cairo is integrated into a number of popular open source products, including Pango, GTK+, Gnome, and Mozilla.
