This exciting 2-for-1 Matching Fund could not have come at a better time.

Congress has not yet taken meaningful action to fight global warming. But, there are growing signs of progress, and we need to take advantage.

Last week, Senators Joe Lieberman (D-CT) and John Warner (R-VA), the Chairman and Ranking Member of a key environmental Senate subcommittee, announced that they have begun drafting a "comprehensive bill to address global climate change."

And, on the other side of Capitol Hill, Rep. John Dingell, Chairman of the House Energy and Commerce Committee, said last week that his panel would attempt to write a global warming bill this year that would cut global warming pollution by "between 60, and perhaps as much as 80, percent by 2050."

Progress continues on the state level as well. On Monday, Hawaii became the second state to pass a statewide cap on global warming pollution. And, today, New Jersey will become the third state to cap pollution statewide when Governor Jon Corzine signs the Global Warming Response Act into law.

This momentum couldn't have come at a better time, but we need to keep the pressure on until we see real action. Nothing short of overwhelming public pressure can turn the tide, and we are so grateful for your help in keeping the heat on Capitol Hill.

We are fully mobilized to keep the pressure on Congressional leaders. But we must reach beyond Washington to mobilize grassroots constituents and powerful new constituencies—including many leading industries—to motivate Congress to act this year.

One important success has been our work to establish the U.S. Climate Action Partnership (USCAP)—a coalition of two dozen major businesses, including GE, Alcoa, General Motors and BP, united in demanding global warming action.

According to Virginia Congressman Rick Boucher, USCAP has already become an influential force on Capitol Hill:

"Environmental Defense has helped enormously with the U.S. Climate Action Partnership. USCAP has done more to energize the climate effort than any single thing apart from the Supreme Court decision. Continue to expand USCAP. Each new economic sector added to USCAP melts away pockets of opposition in Congress."

And we're heeding Rep. Boucher's advice. Last week, Ford and Chrysler announced that they are joining USCAP, brining to 29 the number of major businesses and leading non-governmental organizations involved.

At the same time, we need to continue to build our grassroots army, now almost 500,000 Americans strong, to make sure elected officials at every level of government know that citizens are demanding action now to stop the devastating effects of global warming.
